HHS Proposed Rule on Establishment of Exchanges and Qualified Health Plans

Health and Human Services released proposed rules which provide “a framework to assist states in building Affordable Insurance Exchanges.” The proposed rules “set minimum standards for Exchanges, give states the flexibility they need to design Exchanges that best fit their unique insurance markets, and are consistent with steps states have already taken to move forwards with Exchanges.” Industry groups, consumer advocates and other interested parties have 75 days to comment on the proposal. The final regulations are expected later this year.
